Leadership
Todd Horowitz, D.O.
Dr. Todd Horowitz is a board-certified anesthesiologist with 20 years of clinical and practice management experience. After completing his training at the University of Florida in 2005, Dr. Horowitz joined a private practice at a busy community hospital providing cardiac, trauma, and stroke coverage in Delray Beach, Florida. He served as Clinical Medical Director for 14 years at Delray Medical Center, where he held various hospital leadership positions, including serving on the Medical Executive Board and Credentialing Committee for all 14 years.
In 2022, Dr. Horowitz transitioned to locum tenens positions in various regions of Florida. While working as a locum tenens physician, Todd realized there were vast opportunities to improve the locum tenens experience for both the site and the clinicians. With his extensive clinical and leadership background, Dr. Horowitz knew that he could deliver both cost savings and better service.
In cooperation with his business partner, Mr. Aaron L. Gordon, Esq., he formed Hospital Staffing Partners in September of 2022. Headquartered in Tampa, Florida, Hospital Staffing Partners is an anesthesia-exclusive recruiting and locum tenens staffing firm with operations in seven U.S. states. Since its founding, Hospital Staffing Partners has completed thousands of distinct locum tenens assignments and regularly has hundreds of anesthesia providers working around the United States. Separating Hospital Staffing Partners from the pack is the company's commitment to radical transparency, including a fixed hourly-fee structure, so hospital systems can see the real provider cost required to staff their operating rooms; and the hands-on approach that comes with being led by a practicing anesthesiologist.
Aaron L. Gordon, Esq.
Aaron Gordon is a corporate attorney and entrepreneur with more than 15 years of experience advising companies from formation through high-growth scaling and public markets. Before co-founding Hospital Staffing Partners, Aaron served as in-house counsel to organizations across the technology, insurance, and real estate sectors, where he developed a deep command of the legal and regulatory infrastructure that fast-moving companies need to grow responsibly.
Aaron's capital markets experience is particularly distinctive. He has guided companies through initial public offerings, including managing the SEC review process, drafting and negotiating registration statements, and advising on the ongoing disclosure, corporate governance, and exchange-listing obligations that come with being a publicly traded company. His securities background gives HSP a level of corporate rigor and compliance discipline rarely found in a company of its size and stage.
At Hospital Staffing Partners, Aaron oversees all legal and corporate affairs, including healthcare regulatory compliance, provider contracting, facility agreements, data privacy, and corporate governance. He has been instrumental in building the company's operational and technology infrastructure from the ground up — designing the systems, workflows, and contracts that allow HSP to scale rapidly while maintaining the transparency and accountability that hospital partners depend on. Aaron's ability to bridge the gap between legal strategy and business execution has been a driving force behind the company's growth since its founding in 2022.
